Within the framework of the educational platform “International Relations and Diplomacy: British Guest Lectures”, organized by the Department of International Relations and Diplomacy of the B. D. Havrylyshyn Educational and Scientific Institute of International Relations, we invite students, academic staff, and all interested participants to join a unique event – a lecture titled “The Donroe Doctrine: Understanding Trump’s Approach to Latin America.”

Our special guest speaker will be Dr Ben Garner from the University of Portsmouth, United Kingdom. Dr Ben Garner is a Senior Lecturer and Programme Leader in International Development at the University of Portsmouth.

The lecture will explore U.S. foreign policy as outlined in the new National Security Strategy, particularly focusing on the so-called “Trump’s Addition to the Monroe Doctrine,” also referred to as the “Donroe Doctrine.”

The Monroe Doctrine has been a key principle shaping U.S. foreign policy in the Western Hemisphere for over 200 years, particularly in relation to Latin America. The lecture will examine its evolution in the contemporary context and analyse how the doctrine has transformed over time. It will also discuss the specific features of the Trump administration’s approach and provide a critical assessment of its significance in the context of the “crisis of the liberal international order.”

We invite you to join us on April 13, 2026.
The event will begin at 10:00 and last until 11:10 (Room 1407).
