Master's program in Japan for researchers and civil servants. JICA scholarship for 2026
West Ukrainian National Universityy encourages young scientists and promising practitioners to apply for a long-term study program in Japan, supported by the Japan International Cooperation Agency (JICA).
The programme offers a master's course in Local Governance for Building Resilient States and Societies. The duration of the programme is primarily two years, with a planned start date of October 2026. The programme will be conducted in English, so fluency in English is a mandatory requirement.
The programme is aimed at young public servants and future researchers who are interested in shaping and implementing sustainable development policy in Ukraine. Candidates aged between 22 and 39 as of 1 April 2026 are invited to apply.
To apply, you must prepare a JICA application form completed in English electronically, a research plan of no less than 700 words, and a career plan of 400–500 words. You must also submit a copy of your diploma and academic transcript with an official translation, a valid TOEFL or IELTS certificate, a copy of your foreign passport or ID card, and two 4 × 3 cm photographs.
The deadline for submitting documents to the National Agency of Ukraine for Civil Service is 2 February 2026 (email address: gendephr@nads.gov.ua). Documents must be submitted to the JICA office in Ukraine by 6 February 2026.
Among the special conditions of the programme is the requirement to independently secure the right to cross the state border and stay abroad for the entire period of study under martial law. The flight to Japan will depart from Warsaw (Poland).
