In 1977 the Information Computing Centre was established as a separate subdivision of the Ternopil Finance and Economics Institute (now TNEU). Oleh Kotsan was appointed as the first head of the ICC.

Educational and Scientific Centre of Information TechnologiesTwo electronic computers EU-1022 were purchased for the ICC.  These were the third generation computers.  They were mounted on the TNEU building No. 4 at the time of Ternopil Finance and Economics Institute.  The commissioning of these machines has significantly increased the amount of computing work.  Also, specialists were trained for its maintenance, which in the early stages of the development of the ICC helped in the resolution of organizational and technical issues.

The main tasks of the centre were development of programming, development and solving of accounting tasks.  The programmes "ABITURIENT" and "ZARPLATA" were used.  The staff of ICC also developed new complexes of programmes "KASA" and "SUCCESS".

Since the 1980s the second stage of the Information Centre development has begun.  Five Bureaus were created:
1. Bureau of Educational Processes.
2. Bureau of Operation.
3. Bureau of Technical Support.
4. Programming Bureau.
5. Production Bureau.

At this time two educational laboratories started to function at the ICC.

Educational and Scientific Centre of Information TechnologiesDuring the expansion of the Information and Computing Centre, new machines were purchased: EU-1840, 1841, Iskra - 1030, 1030N.  Since 1989 an attempt has been made to transfer partial automation of accounting tasks.

In the same year, the head of the Information and Computing Centre was replaced by Oleksandr Lysenko, who had been a deputy for all years from his foundation.  It was under the direction of Oleksandr Lysenko that all information was transferred.

With the advent of microprocessors and PCs, began a qualitatively new stage in the development of computer technology.  Its widespread was caused by such important features of microprocessors and devices built on them as high functionality and productivity, low cost, low power consumption.

The efficiency of computer technology and automated systems posed a challenge of organizing courses for employees.  Since 1992, the email node has been operational and actively used for international and domestic communications, in 1994 LAN was put into operation, and since 1996 SLIP has been connected to the Internet.

On May 26, 1997, Ternopil Academy of National Economy (now TNEU) signed an agreement with LLC Star Soft Ltd on providing services in the area of electronic communications and provider services of the UAnet network (as part of the global INTERNET network within the territory of the Ternopil region).

In March 1999, the IEC was dissolved.  As a result, the Computer Service Department was created, and became a part of the Regional Computer Centre of TANE subordinated to deputy executive director of the Computer Service Centre Oleksandr Lysenko.

However, there was a problem with the low-power servers and ICIT, which did not provide the required performance and other technical parameters.  In order to address these shortcomings, the rector of TANE  agreed to immediately acquire two modern NT and Novel servers.

With the approach of 2000, the question arose about the problem of the computer crisis.  The problem in 2000 was with the computer hardware and software mistakes associated with incorrect input and date calculations in the 21st century.

During the reorganization in 2004, the Regional Computer Centre was renamed into the Information and Technical Centre.

During 2004-2005, the entire network in the TANE Biulding #1 was completely re-installed and replaced, and all student residence halls were connected to the local network, which greatly facilitated its servicing.  Also, to improve the service of all computer technology, a complete revision of the Academy was conducted and technical passports were introduced.

Educational and Scientific Centre of Information TechnologiesOn September 30, 2006 through joint efforts the opening of the Electronic Library Hall was held.  President of Ukraine Viktor Yushchenko participated in the opening ceremony.

In February 2009 together with LLC Nexus the new digital automatic telephone exchange of the university was put into operation.  Since April, the II stage of telephony of the university has begun.  There are 2 servers for IP telephony operating in the cluster and providing a high-quality connection.  Servers operate under the Linux operating system and the open source software Asterisk.  As part of this phase, they were connected to the internal ATS of the university branch located in different parts of Ukraine, in particular in Novovolynsk, Sambir, Chortkiv, and Lutsk.  Bu now it's also been connected to Ivano-Frankivsk, Svalyava, Foros, Kalush, Kamyanets-Podilskyi.

In order to improve the work of the university's digitization and computerization, and introduce the latest information technologies in subdivisions in December 2009, the Information Technical Centre was reorganized into the Centre of Information Technologies. Ihor Romanets was appointed as the director of the Centre.  Serhii Vozniak became the Deputy Director for Operations and Safety of Networks, Andrii Dmytriv was appointed as Deputy Director on the issues of computer equipment use and cable and communications support, while Yurii Popyk was chosen as the new Deputy Director for Administrative and Educational Processes Informational Support.

During the period of 2010-2011, an exhibition hall and network cameras were connected to the network;  In the building No. 3 the reconstruction of computer and telephone networks was conducted;  in the newly built TNEU library a server was connected; in the Linguistic Centre computer network operating system and software were installed;  in the Crimean Educational-Consultative Centre and in the Novovolynsk Faculty a branched-out network, a connected computer class, telephone exchanges and telephones were installed;  in the National Olympic Committee the work was conducted on a computer and telephone network, connected Wi-Fi access points to the wireless Internet;  Also, the I, II, IV, VІ and XI corps were connected to the wireless Internet;  in the Department of Humanities and Classical Education computer and telephone network and PBX have been expanded.

At present, the Educational and Scientific Centre of Information Technologies functions to develop and implement a unified strategy for digitization and computerization of TNEU;  to introduce modern software tools, packages of applications, computer information technologies into the educational process and in the administrative and economic activities of TNEU; to organize the work and provide software and hardware support of the TNEU information network (including Email, connection to the Internet, telephony) and ensure its security;  to provide the informational and methodical support for users of software technical computer tools and networks of TNEU;  to prepare the computer technical means for the use in educational, scientific and economic activity and in temporary activities; to organize, implement and provide software and technical support of the unified system of electronic document circulation and TNEU databases; to control the use of computer technology and information networks during the course of the educational process and in the structural subdivisions of TNEU.
