Scientific and methodological seminar "Social and professional adaptation of veterans and their family members in Ukraine: exchange of experience and implementation technologies"

 On November 23-24, an international scientific and methodological seminar regarding the organization of the "Norway-Ukraine" project on social and professional adaptation of veterans and their family members in Ukraine was held.


The task of the seminar is a preliminary summary of the results of the implementation of the "Norway-Ukraine" project, the exchange of experience, project implementation technologies, the identification of the most effective practices and approaches, the consolidation of efforts for the further systematic continuation of the work of the partner network and the developed model of professional and social adaptation of discharged servicemen, veterans, members of their families and families of the deceased.


The organizers of the event are West Ukrainian National University and the International Foundation for Social Adaptation.


Seminar was attended by representatives of West Ukrainian National University, Chernihiv Polytechnic National University, Lviv Polytechnic National University, Lesya Ukrainka Volyn National University, Vinnytsia National Technical University, Uman National University of Horticulture, State University of Infrastructure and Technologies, Yuriy Fedkovych Chernivtsi National University, Uzhhorod National University, King Danylo University and public organizations from 10 regions of Ukraine, which were the executors of the "Norway-Ukraine" project in the fall semester of 2022, and the IFSA team.


According to the cooperation agreement between the International Foundation for Social Adaptation (Ukraine) and Nord University (Norway), the fall semester of 2022 is the final one with funding from the Norwegian government. The main task of the three-year contract was the integration of the model of professional and social adaptation of servicemen and their family members developed over 19 years into the state system of Ukraine. The main stakeholder and responsible party is the Ministry of Veterans Affairs of Ukraine. The Ministry of Education and Science of Ukraine and the Ministry of Defense of Ukraine are also involved in the adaptation of the military.


The main issues discussed at the seminar: project implementation technologies by universities and public organizations (terms of cooperation, contracts, order of interaction, performance indicators); the project model, its integrity, adequacy and possibility of implementation in modern conditions; the degree of compliance of the chosen specialties, technologies of professional retraining, social adaptation, legal assistance and employment assistance with the expectations of the target group; interaction of the project with local authorities and the state program KPKVK 1501040, which is implemented by the Ministry of Veterans Affairs; potential of universities and public organizations solving the problems of veterans and their family members.


The problem of professional and social adaptation of servicemen, veterans, their family members and families of the dead is urgent for Ukraine. Until 2014, this was due to large-scale reductions in military personnel. With the beginning of Russia's aggression against Ukraine in 2014, the participants in the hostilities in the East of Ukraine and their family members also needed social adaptation and retraining, and with the beginning of the full-scale invasion, the problem has become even more urgent.


Due to the war, the economic situation in the country is deteriorating, the state's ability to effectively provide services to discharged soldiers and their families is not keeping up with the growing demand and the need to quickly and systematically solve the problem. Therefore, the issue of finding additional opportunities for continuing financing of the current proven model and network of executors of the project "Norway-Ukraine. Professional adaptation. Integration into the state system" (NUPASS).


General data about the project:
The total number of graduates over 2003-2022 is 14,087.
3,177 participants of ATO for the entire period of project implementation.
During the period of implementation of the new contract (for 6 semesters in 2020 - 2022) - 3,441 people.

The project was implemented in more than 40 cities of Ukraine. More than 20 universities and 20 public organizations were involved. Professional retraining of participants was carried out in 40 areas.
